Did you open the way to the rocks (that's lith harbor), the one that has no rocks is South Perry.
Maybe, you glitched the game someway that can only be fixed if you reload your game? What did you do last? I don't think this glitch could happen... I tried to find this glitch like.... several times, but I never got it. | |
