Where is the Perion Dungeon???(after it became reddish)

I have searched almost everywhere and found nothing. I beat the kerning and elinia dungeon already(after it is red)
Please help

Deeeeeep down in the wells of Perion, there is rumored to be a dunge- Oh screw it. It's in the well near the bottom-right of the city, right of where the inn is supposed to be.
