| The game is released on August 9th. Since they said that the release will be immediately after the Open Beta, I'm guessing is that they the open beta will officially end between 10am-1pm PST August 9th.
I'm still not sure at what time they give out the daily scales and the daily achievements are changed, but I think it's at 10am PST. So that's why I think it will be at that time.
