i thought my friend told me your level resets after every game?

That's your in-game level, you start off at lvl1 ( unless you're playing dominion) and you eventually levelup to lvl18. You're outside level is what determines what skills you get to use in-game and to determine who you would be playing against or with.

so its like a ranking sort of thing?

I think to be ranked you have to do ranked matches
leveling your outside game account gets you crests and stuff
which boost the power of the characters ingame and like choco
said it affects the skills you can use.... Righttt?

Exactly right XD. To be able to play in ranked matches you have to be lv30.
