If Capelle does get a star transformation, will it kinda be her Shime form also? (I don't know how the endgame secret post-game battles in FSII with Zeph and Capelle goes nor what Zer did for their transformations there but).

Also don't leave Terra and Hexia out of the fray! Terra could tap into his past self's power and be a semi-admin or something for his 'transformation.' Hexia...well something witch dark curse something something Zer's idea for her maybe.
In this way, all 13 characters get their own transformations and everyone gets to go supah saiyan. :D
Now that I think about it... - ...huh + spoilers:
We never really knew what happened with Capelle's newfound Shime form or Light's quest for a physical body. Awks. Reserved for post-game maybe?

I like your ideas for the transformation, and I'd also like to say that I am all in favor of transformations for all characters. As for Light, - Spoiler:
Wasn't Zeto basically Light? I think Zeto/Light wanted his own body back from the God Zeto, even if he apparently didn't have all of his memory at the time. This was fulfilled when God Zeto went back to his own world and normal Zeto was returned to a body.

Oh I thought that Zeto and Light's consciousness were merged when Zeto took up the offer to be with Light for a while to escape from Luphiel [by merged I kinda thought that Light was in control with Zeto only just being aware of what's happening], so I kinda interpreted that Light's desire for a physical body was a desire from Light himself. Zeto even mentions shortly afterwards that Light was a separate entity in Nayu's world so idunno. I guess it'd make sense if we were to ever see him again post-post-game due to *cough* lack of Light Transformation *cough*.
Your interpretation makes sense though. We'll have to see...
